We use Microsoft Access to create the databases, using Visual Basic to create scripts to do the things that standard Access can’t do. Access isn’t needed to run our databases by our end users if they don’t already have it; Microsoft has a free version which will run the databases we create (but cannot be used to create databases or edit functionality).
